Abstract:
The European Union(EU)is one of the major international markets for China, and it is also a region where technical trade measures are updated extremely frequently. To effectively respond to its high-frequency technical trade measures and ensure the smooth export of Chinese plants and produces to Europe, we systematically reviewed and sorted the development process, data structure, goods classification, and categories of reasons for interception of European Union Notification System for Plant Health Interceptions(EUROPHYT-
Interceptions), and preliminarily grasped the operational mechanism of management system on plant phytosanitary in EU. Driven by the "A Europe fit for the digital age", the EUROPHYT-
Interceptions, as a modular, has been integrated into the trade control and expert system(TRACES), thus becoming an important component of Information Management System for Official Controls(IMSOC), which is achieving the integration and unification of risks management of human health, plant health, food safety, animal health and welfare. Paying real-time attention on the data of EUROPHYT-
Interceptions, and conducting detailed analyses can timely provide a strongly support to the improvement of the control on risks of export produces for China. At the same time, the EU's intercepted data also display risks of imported plants and produces to China from countries other than EU, which is very valuable for China to further enhance the efficiency of plant quarantine management.
