Abstract: Provincial public agricultural research institution, the important part of public research institution in Fujian, is also the important power of regional agricultural research institution. By analyzing the developing status of the scientific innovative talent during "the 12th Five-year", the requirement of all types of scientific innovative talents during "the 13th Five-year" were predicted with L-Q grey prediction model. The results showed that the grey prediction model was reasonable, and the analyzing way was feasible, making the prediction results could be in accord with the fact. Based on the prediction results, countermeasures for the development of scientific innovative talent of Fujian public agricultural research institutions were put forward.
