Abstract: Under the conditions of the input intensity of the existing scientific and technological elements and the supply capacity of scientific and technological achievements, the situation and characteristics of the transformation of scientific and technological achievements and the external service of science and technology in Fujian provincial public welfare research institutes were analyzed. It is considered that the main problems existing in the scientific research institutes were the uneven distribution of these institutes, the low transformation rate of scientific and technological achievements, the lack of specialized service organizations and teams that could adapt to the market mechanism, the incentive policy for transferring and transforming scientific and technological achievements is difficult to implement, and so on.
