Abstract: With the rapid development and application of information technology, office automation and paperless management have gradually become the main mode of government administration. To establish an office automation system with high quality and fitting the actual situation of Fujian Agricultural and Rural Department is an important means to improve the level of agricultural informatization in Fujian Province. Through the upgrading of the original office automation system, using advanced technologies such as electronic document exchange and mobile communications, data interchange and mobile office functions will be realized, thus laying a solid foundation for the realization of completely paperless office.
