科技人员服务企业的长效机制与发展对策

    • 摘要: 人才是建设国家科技创新体系的基础。科技人员服务企业既是推动大众创业、万众创新的必然要求,也有助于激发科技人员的创新精神和科研动力,有利于实现其自身的创新意义和创新获得感。从导向、选派、激励、分配、培训、考核等方面提出科技人员服务企业的长效机制,并从加强组织实施、发挥政府引导,强化院校支撑、加强合作创新,强化中介服务、完善服务体系,强化技术市场、有效调节配置等方面提出对策建议。

       

      Abstract: Talents are the basis of building a national scientific and technological innovation system. Technological personnel serving enterprises are not only the inevitable requirement of promoting mass entrepreneurship and innovation, but also help to stimulate the innovative spirit and motivation of technological personnel, and help to realize their own innovative significance and sense of innovation. This paper put forward the long-term mechanism of technological personnel serving enterprises from the aspects of orientation, selection, incentive, distribution, training and assessment, also put forward some countermeasures and suggestions on strengthening organization and implementation, exerting the guidance function of government, strengthening university support, strengthening cooperation and innovation, strengthening intermediary service, perfecting service system, strengthening technology market and adjusting allocation effectively.
