Abstract: The general situation of modern agricultural development in Fu'an City was introduced, and the typical models of leading small farmers to develop characteristic modern agriculture in Fu'an City and its main problems were investigated. The research results showed that the typical models of leading small farmers to develop characteristic models in Fu'an City mainly included industrial parks-driving, new business entities-driving, industry associations-driving, branding-driving, e-commerce-driving, and industrial integrative development-driving. In the characteristic modern agricultural development of small farmers in Fu'an City, there were such problems as high policy threshold, weak driving ability of farmers, slow development of family farms, low overall quality of farmers, difficult financing of small farmers, and weak risk resistance capacity. Therefore, the countermeasures were put forward including developing family farms, cultivating rural talents, improving agricultural production conditions, establishing and improving socialized service system, improving rural financial services, and strengthening the guidance of agricultural science and technology, so as to further lead small farmers to develop characteristic modern agriculture.
