基层烟叶收购工作对标管理研究

    Research on the Benchmarking Management of Grass-roots Tobacco Leaf Purchasing

    • 摘要: 烟叶收购站是从事烟叶生产、收购的最基层单位,承担着落实烟叶生产计划、组织和指导烟农、做好烟叶收购等具体工作,是烟叶政策的直接执行者,在烟叶经营管理方面发挥着基础性作用,加强烟叶收购站管理对推动烟叶高质量发展具有重要意义。对如何进行烟叶收购站对标管理进行了探讨,从计划管理、成本管理、效率管理、质量管理、服务管理5个方面设计了对标指标体系,提出了分类对标、分析通报、指标改善的对标模式,并对推进对标工作提出建议,为开展烟叶收购站对标管理提供了参考。

       

      Abstract: The tobacco leaf purchasing stations were the most basic units engaged in the tobacco leaf production and purchasing, which were responsible for implementing the plans of tobacco production, organizing and guiding the tobacco farmers, and completing the tobacco leaf purchasing. They were the direct executors of tobacco leaf policies and played a fundamental role in the tobacco management. Therefore, it was of great significance to strengthen the management of tobacco leaf purchasing stations to promote the high-quality development of tobacco leaves. How to carry on the benchmarking management of tobacco leaf purchasing stations was discussed in this paper. The index system of benchmarking was designed from the five aspects of plan management, cost management, efficiency management, quality management and service management, and the modes of benchmarking were proposed including classification benchmarking, analysis and notification, and index improvement. Last, the countermeasures for promoting the benchmarking were put forward, which provided references for developing the benchmarking management of tobacco leaf purchasing stations.
