Abstract: Planting the ratooning rice is an important measure to improve the re-collecting index, increase the yield per unit area and increase the income of grain production. In order to analyze the coupling contradiction of “policy absence-technical bottleneck-industrial dislocation” in the development of ratooning rice in Fujian Province, through the statistical data analysis, field investigation and case study, the development status and industrial characteristics of the key provinces of ratoon rice planting in China were sorted out, and the main measures and challenges of developing the ratooning rice in Fujian Province were analyzed. Furthermore, the countermeasures for promoting the development of ratooning rice and ensuring the food security in Fujian Province were put forward from the five aspects, including scientifically planning the functional zoning, increasing the brand cultivation of ratooning rice, piloting the compensation mechanism in the production and sale region of rice, promoting the deep integration of agricultural machinery and agronomy, and improving the social service system.
