    Exploration and Practice on the Plan Compiling for Stripping and Reusing Plough Horizon Soil of Cultivated Land due to Construction Occupation——Taking the Construction Project of Beijing New Airport as an Example

    • 摘要: 建设占用耕地耕作层土壤剥离再利用工作在全国各地均有试点实践,主要目的是为了落实最严格的耕地保护政策,保护有限的土地资源。以新机场配套项目建设实施耕作层土壤剥离再利用试点工作为例,研究耕地耕作层土壤剥离再利用方案的编制方法。结果表明:经土壤采样检测,剥离区土壤肥力处于中等水平,均符合剥离要求;通过对项目区土壤质地、剖面结构型的分析研究,并考虑施工要求及经济效益合理化,确定项目区土壤剥离仅剥离耕作层土壤,不剥离犁底层土壤,剥离土层厚度为20 cm;耕作层土壤剥离与回覆应做到时间与空间相衔接,坚持效益与成本最优原则,“即剥即用”为最优选择。

       

      Abstract: The works of stripping and reusing plough horizon soil of cultivated land due to construction occupation have been experimentally carried out in practice throughout the country. The main purpose is to implement the strictest farmland protection policy and protect limited land resources. Taking the trial work of stripping and reusing plough horizon soil of cultivated land due to construction occupation in the pilot project of Beijing new airport as an example, the compiling method of the plan for stripping and reusing plough horizon soil of cultivated land was studied. The results showed that the soil fertility of the stripping area was at a medium level, which was consistent with the stripping requirements. By analyzing the soil texture and section structure of the project area and considering into the construction requirements and economic benefits, it was determined to only strip the soil of the tillage layer, but not the plow pan, and the thickness of the stripping soil layer was 20 cm. The soil stripping and replying of the tillage layer should be connected in time and space to make the maximum principle of benefit and cost. "To use at once after stripping" is the best choice.
