Abstract: The pastoral complex is a characteristic town and rural comprehensive development mode of comprehensive development of industries and leap-forward utilization of rural assets. It is a better mode choice for realizing rural modernization, new urbanization and comprehensive development of socio-economy in China under the pattern of urban-rural integration. As one of the first pilot projects of pastoral complex construction in China, the practical experience of pastoral complex construction in Fujian Province can provide direction and reference for rural development in future. Based on spot investigation and comparative analysis, this paper fully illustrated the pilot construction of the ‘Wufu Pastoral’, ‘Pomegranate Pastoral’ and ‘Yongfu Pastoral’ in Fujian Province. It was found that there were three major problems in the pastoral complex of Fujian, including unbalanced construction progress, incomplete construction content and policy innovation to be improved. Therefore, the relevant subjects should grasp the orientation and content of the construction, promote the guidance of the government, the dominance of the market and mass as the subject, put forward countermeasures and suggestions in the process of pilot construction.
