Abstract: Based on the current situation of grain production in China, especially the grain supply and demand, which were still in a tight state in China, and according to the historical background of the development strategy of internal economic circulation in China, the development path and key technology for constructing the integration of three industries and the six times of changes led by the whole rice industry chain were proposed. Emphasis should be laid on the multi-functional agricultural resource mining and the construction of business model, and the construction of rice planting base should be taken as the important foundation to ensure the quality of rice processing and maintain the core competitiveness. The rice industry should be developed by adhering to the highly integrated management concept of organic linkage among the research, production and marketing. On the one hand, through the industrialized operation mode of "company+cooperative+peasant household", the high-quality rice planting base was built. On the other hand, the production of high-quality rice was developed through the non-cooperation mode to ensure the stable market supply of high-quality rice. Meanwhile, the upstream, middle stream and downstream of the rice industry chain were closely connected to form the organic chains, so that the supply of raw materials, production, processing and marketing were all brought into the highly intelligent enterprise decision-making, management and control. At present, under the background of rural revitalization, it would be an important content and direction of agriculture in southern China to build a healthy and delicate agricultural system dominated by the whole rice industry chain.
