Practice and comparative analysis of rural homestead system reform pilot counties in Fujian Province——Based on the comparison of Jinjiang City, Jian 'ou City and Shaxian District

As a scarce resource, rural homestead is idle and in shortage. Through the practical investigation of the pilot counties of the national rural homestead system reform-Jinjiang City, Jian'ou City and Shaxian District of Fujian Province, based on the comparative analysis of the confirmation of rights, the effective realization of the "separation of three rights", and the management of homesteads, this study focuses more on the exploration of the effective realization of the 'separation of three rights' under the condition that the confirmation of rights is basically completed. The ownership and qualification rights more reflect the common and distributional equity of the members of the collective economic organization, and the right to use is more about the revitalization of the homestead resources, including the transfer mode, the use after the transfer, and the feasibility of the conversion of the homestead to the collective operating construction land. In addition, the management of homestead resources is also gradually moving towards digitization and informatization to effectively improve its management efficiency. In view of the current problems and future development trends, this paper puts forward corresponding suggestions from the aspects of fairness and efficiency, management norms, order and precision, platform construction, and use innovation.
