Current Situation and Promotion Countermeasures of Rice Seed Production Industry after Tobacco Harvest in Qingliu County

Seed industry is the core foundation for ensuring food security. Relying on its three-dimensional climate natural isolation conditions and flue-cured tobacco-rice seed production rotation mode Qingliu County has gradually become an emerging advantageous area for hybrid rice seed production in Fujian Province. As a late-developing county in post-tobacco seed production that has just reached the ten-thousand-mu scale it mainly undertakes commissioned propagation orders from external enterprises and the seed production industry has become a characteristic industry for local rural revitalization. This paper sorts out the resource endowment and development status of the local seed production industry analyzes the practical problems existing in industrial development and combines the objective constraints of finance talent and cultivated land conditions in mountainous areas of northwestern Fujian to propose a gradient promotion path for industrial quality improvement and upgrading. The study shows that late-developing seed production counties should not directly copy the development model of mature large seed production counties they should first make up for the midstream shortcomings in base construction talent cultivation benefit linkage and socialized services and put forward targeted development countermeasures. The aim is to fully align with the construction plan of Sanming "China Rice Seed Base" and the seed industry revitalization policy and provide theoretical reference and practical paths for Qingliu County to build a regional strong county for hybrid rice seed production and help Sanming build a national-level rice seed base.
